The trail system consists of nearly five miles of groomed trails and another mile-long spur trail that connects to the currently shuttered Big Tupper Ski Area. The system is a big upgrade from where it started in 2008 when the main focus was skiing the golf course, which is owned by the town and leased to the Tupper Lake Country Club from the spring to the fall.

State officials hope this travel-corridor management plan — which is similar to past plans, but tidies up some objections raised in the courts — is the final word in a long and contentious battle over a state-owned rail line running 119 miles from Lake Placid south and west to Remsen.

On about 180 acres of forested wetlands, Lyme plans to cut overstory trees, about half balsam fir, the rest red maple, quaking aspen and white birch, more than half of it unacceptable growing stock, the permit says. The understory has about 1,250 stems per acre of those species.

After spending millions on litigation and permitting, the developers began road construction last fall after securing final permits. The regulatory process with the Adirondack Park Agency and defense of a lawsuit and appeals by Protect the Adirondacks and the Sierra Club contributed costs that reached $10 million, said Foxman. Concerns by the environmental groups resulted in the developers cutting fifty-three sites on steep slopes from the plan.
